The course will provide an overview of one of the key trends in democratic development - digital democracy – and its counterpart in modern governance - digital government.
The objective will be to expose the latest trends that will be important for democracy and governance over the coming decades. The programme is explicitly focused on e-government solutions and applications such as cloud-based services, predictive services, blockchain, e-voting but also covers the normative challenges that these present.
The programme is designed to familiarize the building blocks of successful digital governance. The course focuses on the main key trends in democratic development.
You will learn basic knowledge of digital democracy and key electronic elements. You will become aware of how both e-democracy and e-government can be applied in modern governance situations.

Based on independent readings an online seminar will be held, participants will be separated into groups with group assignment that is presented at the end of day. They will be expected to ask questions from the other teams and will be hosted as a Zoom meeting with breakout rooms, moderated by ECePS junior researchers.
1st week cultural part will be organized on-site in Tartu.

Students completing the course will:
Examination format: Group exercise (pass/fail);
In addition, we offer a voluntary personal assignment to get additional 2 ECTS to fill the requirements for a 6 ECTS course on e-governance led by Robert Krimmer (SHRG.02.024)
Two weeks prior to the start of the programme an information file will be sent to all participants. This file contains the daily schedule and relevant contact information of the programme managers.
The students will engage in seminars, group-works and individual assignments under the guidance of our best professors.
Students are responsible for their travel, accommodation and travel insurance (visa arrangements if needed) from their home country to Tartu and back to their home country. It is recommended to visit the Tartu Welcome Centre website and arrival and housing section to find accommodation opportunities.
The University of Tartu will offer 20 tuition waivers (scholarships) altogether for citizens of Ukraine for all summer courses. It will cover the course fee and cultural programme. Accommodation and daily expenses are not included.
The selection process is going to be based on the motivation letter. In order to apply for the scholarship please submit your application to the summer course and upload a motivation letter (no longer than approx 1 A4 page).
